A "functional hundo" is a non-perfect Mewtwo whose stat product equals a true 100% at a specific level. Once you power it to that level, it has the same Attack, Defense, and HP as a real 15/15/15 — identical raid damage, identical gym bulk, identical Master League performance. The only thing it lacks is the in-game 4-star appraisal badge.
