In raids DEF doesn't matter much for attackers — they die regardless. For PvP DEF is critical: combined with HP it produces the bulk side of the stat product, which determines how long you survive.
For gym defenders DEF is the priority stat — pair a 15 DEF, 15 STA Blissey or Snorlax for the longest gym-stay time. ATK on a defender barely matters.
