What is IV in-game?

Every mons in-game has three hidden Individual Values (IVs): Attack, Defense, and Stamina. Each rolls 0-15 at the moment of catch. A '15 / 15 / 15' has maxed-out IVs — a hundo.
IVs are permanent — they never change after the catch. They stack additively with the species base stats inside the CP formula: Attack base + IV × CPM = effective attack stat. The CPM (CP multiplier) scales with level.
Niantic exposes IVs via the appraisal system as three colored bars per stat. A red bar = 15. The bar color and length tell you the exact IV value — Hundo Hunter's IV calculator does both directions.
A Bulbasaur with 13 / 11 / 15 IVs (Attack/Defense/Stamina) is at the bottom of "2★" appraisal — 39 / 45 = 87% IV.
Best Buddy +1 level does NOT change IVs — IVs are permanent from the catch moment.
