In PvP each player gets two shields per battle. A skilled opponent times each shield to block your strongest charge move. Baiting tricks them into shielding a cheap, low-damage move instead.
Example: Azumarill with Ice Beam (low energy + low damage = bait) and Hydro Pump (high damage = closer). Throw Ice Beam first — opponent shields it — then Hydro Pump untouched.
